The Council provides housing advice and help in relation to a number of issues.
Halton's Housing Strategy
Under the Local Government Act 2003, all local authorities are required to produce a Housing Strategy which reviews housing-related issues in the area, sets out its housing objectives and establishes priorities for action.

was approved by the Council's Executive Board in December 2008.

Advice for tenants in the private rented sector
Many people rent their homes from private sector landlords and the Council has powers to ensure that private sector homes meet minimum standards.
The vast majority of landlords are decent and fair, but if you are experiencing trouble with your landlord, please contact us as we may be able to help.
The Council has powers under wide-ranging legislation to take enforcement action against landlords who are failing to fulfil their statutory obligations in terms of housing conditions or are harassing or attempting to illegally evict their tenants.
Advice for private sector landlords
Private-rented housing makes a significant contribution to meeting the borough's housing needs and we recognise the role landlords play in providing quality, affordable housing for local residents. We are keen to work in partnership with landlords to ensure they are supported in continuing to provide good quality housing.
We operate a Landlord Accreditation Scheme (LAS) and hold regular meetings of the Landlord Forum. We welcome new members and the membership form is available via the Landlord Accreditation Information Pack. 
Advice for social housing tenants
If you have any queries or problems relating to your social housing tenancy, you should contact your landlord. There are a variety of housing associations operating in Halton.
Advice for homeowners
If you are a homeowner struggling to pay your mortgage, there is a range of help and advice available. The Council has a dedicated Mortgage Rescue Adviser, based within the Housing Solutions Team, who can help you to explore options available to you and negotiate with your lender on your behalf. Contact the Council's Housing Solutions team to make an appointment. The National Homelessness Advice Service (NHAS) also offers information if you are worried about your mortgage.

Halton Accessible Homes Service helps you if you are disabled and struggling to find suitable accommodation to meet your needs.We can match the needs of disabled applicants to accessible and adapted homes available within Halton. Working closely with landlords and housing associations, we can help you.
