Eligibility for Care Services​​

We help adults who need extra support to live well; it can be long term or just until they're doing better

The Council has a duty to assess the eligible needs of adults (aged 18+) and their carers in Halton in line with the criteria set out within The Care Act 2014. 

A person is entitled to access adult social care services where they meet the following conditions:

  • Their need arises from a physical or mental impairment or illness (this includes conditions related to physical, mental, sensory, learning or cognitive disability or illness; substance misuse or brain injury).

AND

  • As a result of the condition(s) they are unable to achieve (without assistance from someone else; without being caused significant pain, distress or anxiety; or the outcome takes significantly longer than you would normally expect) two or more of the following outcomes:
    • Managing and maintaining nutrition
    • Maintaining personal hygiene
    • Managing toilet needs
    • Being appropriately clothed
    • Being able to make use of the home safely
    • Maintaining a habitable home environment
    • Developing and maintaining family or other personal relationships
    • Accessing and engaging in work, training, education or volunteering
    • Making use of the necessary facilities or services in the local community, including public transport, and recreational facilities or services
    • Carrying out any caring responsibilities for a child

AND

  • As a consequence of being unable to achieve these outcomes there is a significant impact on the person’s wellbeing.​​​​
  • ​Their needs arise as a consequence of providing necessary care for an adult;

AND

  • As a result their health is at risk or they are unable to achieve the following specified outcomes:
    • Carrying out any caring responsibilities the carer has for a child
    • Providing care to other persons for whom the carer provides care
    • Maintaining a habitable home environment
    • Managing and maintaining nutrition
    • Development and maintaining family or other personal relationships
    • Engaging in work, training, education or volunteering
    • Making use of necessary facilities or services in the local community including public transport and recreational facilities and services
    • Engaging in recreational activities

AND

  • As a consequence there is likely to be a significant impact on the person’s wellbeing.
