Blue badge and parking bays

Badge issue fee and validity

  • The Blue Badge issue fee is £10. This will apply to all types of new badge applications and renewals.
  • Subject to entitlement, badges are normally issued for a period of three years.

Apply for a blue badge

  • You can Apply or Renew online for a blue badge​ via www.gov.uk
  • If you need assistance to complete the online form you can call into any One Stop Shop where an Officer can help. However details of any medical conditions, healthcare professionals involved and any medication you take (prescribed and non-prescribed) will be required at the time of application.

Before your badge can be ordered we will also need:

  • A recent photograph which shows your face clearly and is of passport quality (approximately 3.5cm x 4.5cm).  Photographs will be added to the badge in digital format and returned to you.  Alternatively you may provide us with a digital image that meets the required standards or attend any One Stop Shop office where a photograph will be taken.
  • 2 forms of personal identification – one should be a photograph form of identification and one must show your address.
  • Proof of your eligibility, if you are applying without further assessment – an original letter of entitlement dated within the last 12 months. Please note - a recent copy of your  original award letter can be requested from the DWP.
  • £10.00 fee payable online via our payment portal. Alternatively by cash/card at any One Stop Shop or by telephone on 0151 907 8309 .

Eligible without further assessment

You can get a blue badge under this criteria if: 

  • You receive the Higher Rate Mobility Component of Disability Living Allowance (DLA)
  • You receive Personal Independence Payments (PIP) and receive 8 points or more in the ‘moving around’ category
  • you are registered blind (severely sight impaired)
  • you receive a War Pensioner's Mobility Supplement (WPMS)
  • you have been awarded a lump sum benefit at tariffs 1-8 of the Armed Forces Compensation Scheme and certified as having a permanent and substantial disability which causes inability to walk or very considerable difficulty in walking.
  • You receive Personal Independence Payments (PIP) and receive 10 points in the ‘planning and following a journey’ category with the following specific descriptor ‘ cannot undertake any journey because it would cause overwhelming psychological distress to the claimant’.

Eligible subject to further assessment

You may also be eligible for a blue badge under this criteria if:

  • you drive a vehicle regularly and have a severe disability in both arms and unable to operate, or have considerable difficulty in operating, all or some types of parking meter
  • you have a permanent and substantial disability which causes inability to walk or very considerable difficulty in walking
  • You have a non-visible (hidden) condition, causing you to severely struggle with journeys between a vehicle and their destination, and either
  1. Is constantly a significant risk to themselves or others near vehicles, in traffic or car parks
  2. Severely struggles to plan or follow a journey
  3. Finds it difficult or impossible to control their actions and lacks awareness of the impact they could have on others
  4. Regularly has intense and overwhelming responses to situations causing temporary loss of behavioural control
  5. Frequently becomes extremely anxious or fearful of public/open spaces

Application for a child under 3 years of age

You may apply for a child below the age of 3 under this criteria if:

  • on account of a condition, the child must always be accompanied by bulky medical equipment which cannot be carried around without great difficulty
  • on account of a condition, the child must always be kept near a motor vehicle so that, if necessary, treatment for that condition can be given in the vehicle or the child can be taken quickly in the vehicle to a place where such treatment can be given

Organisational eligibility

  • An organisational badge may be issued to establishments whose responsibility includes the care and transportation of disabled people who would themselves meet the eligibility criteria for a badge should they apply individually.
  • The badge should cater for an adequate number of people with the required degree of disability. Where relatively few people meet the eligibility criteria for a badge in the organisation, it would be preferable for the disabled people themselves to apply for badges, rather than have one issued to an organisation.

If you think your organisation would meet this criteria please complete the application form​.  The application should be returned with the following information:

  • Covering letter on headed notepaper
  • Copy of CQC registration. If a voluntary organisation then a copy of constitution or statement of purpose will suffice.
  • Copy of company stamp or logo (to be inserted onto badge in place of photograph)
  • Declaration that the organisation has vehicles licensed under Disabled Passenger Vehicle (DPV) class or alternatively a declaration on the organisations headed paper to confirm that they are an organisation concerned with the care of disabled people and that they will be using the vehicle solely for the purpose of transporting those people.

Blue Badge Renewals

You can renew your badge up to two months prior to the expiry date shown on your current badge. To avoid being without a badge it is recommended that you apply as soon as possible, particularly if you are applying under the ‘subject to further assessment’ criteria.

Blue Badge Fraud

Disabled Parking Bays

In order to be eligible for an advisory disabled parking bay you must:

  • hold a blue badge
  • have a vehicle registered at the address, and the designated driver must also live at the address
  • be in receipt of higher mobility allowance
  • In addition, there should not be an alternative means of off-street parking or space within the property boundary to provide off-street parking for the applicant
