Halton Borough Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

We aim to make our websites as accessible and useable as we can for all our visitors.

Technical information about this website’s accessibility

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

  • No ‘skip to main content’ option on any pages. We’ve assessed the cost of fixing this issue and believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations.
  • Some headings may be nested in the wrong order. For example heading 2 may appear after a heading 3. This issue will be tackled as an ongoing process.
  • On some of our microsites the colour contrast may have issues. This issue will be tackled as an ongoing process.
  • Some of our online forms are difficult to navigate using just a keyboard. This issue will be tackled as an ongoing process.
  • Some of our procured external systems may have issues that we cannot control. These will be reviewed when contracts are renewed or upgrades are carried out.

Issues with PDFs and other documents

Many of our older PDFs and Word documents don’t meet accessibility standards - for example, they may not be marked up so they’re accessible to a screen reader.

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We plan to either fix these or replace them with accessible HTML pages.

The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

For any new PDFs we have limited the use of images and graphics particularly our strategies and policies to comply with The Public Sector Bodies (Websites and Mobile Applications) (No.2) Accessibility Regulations 2018’.

Enforcement procedure

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the accessibility regulations. If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).

How we tested this website

We tested a sample of the page of our main website and microsites (such as the jobs microsite). We did this as our main site is based on 3 types of pages and our microsites are built using the same wordpress theme.
